The U.S. Army Ordnance Corps Museum previously located at APG, was moved to Fort Lee, Virginia, as a result of the 2005 Base Realignment and Closure (BRAC) Act.From 1955 to 1975, the U.S. Army Chemical Corps conducted classified medical studies at Edgewood Arsenal, Maryland. The purpose was to evaluate the impact of low-dose chemical warfare agents on military personnel and to test protective clothing and pharmaceuticals. About 7,000 soldiers took part in these experiments that involved exposures to more than 250 different chemicals, according to the Department of Defense (DoD). Some of the volunteers exhibited symptoms at the time of exposure to these agents but long-term follow-up was not planned as part of the DoD studies.A scandal at the APG surfaced in 1996. The U.S. Army brought charges against twelve commissioned and non-commissioned male officers for sexual assault of female trainees under their command.

Following campaigning by PETA, the Physicians Committee for Responsible Medicine and other organizations, the U.S. military announced in 2011 that it was replacing its use of monkeys in the Army’s nerve-agent attack training courses with human simulators and other non-animal teaching methods. The training drills had been carried out on vervet monkeys and conducted at Aberdeen Proving Ground.
For statistical purposes the base is delineated as a census-designated place (Aberdeen Proving Ground CDP) by the U.S. Census Bureau. As of the 2020 census, the resident population was 1,668.Other parts of APG not attached to the main installation include the Churchville Test Area in Harford County, and the Carroll Island and Graces Quarters in Baltimore County, Maryland. The Churchville Test Area is a test track with hills that provide steep natural grades and tight turns to stress engines, drivetrains, and suspensions for army vehicles, including M1 Abrams tanks, Bradley Fighting Vehicles, and Humvees.The eastern half of Carroll Island was used as a testing location for open air static testing of chemical weapons since the 1950s. During tests of chemical agents and other compounds at Carroll Island, Maryland, from July 1, 1964, to December 31, 1971, nearly 6.5 short tons (5.9 t) of chemicals were disseminated on the test area including 4,600 pounds (2,100 kg) of irritants, 655 pounds (297 kg) of anticholinesterase compounds such as the nerve gasses Sarin and VX, and 263 pounds (119 kg) of incapacitants such as LSD. Simulant agents, incendiaries, decontaminating compounds, signaling and screening smokes, mustard, and herbicides were also released as well as riot control gasses. The test sites consisted of spray grids, a wind tunnel, test grids, and small buildings.

According to the U.S. Census Bureau, the CDP has a total area of 12.0 square miles (31.1 km), of which 11.4 square miles (29.5 km) is land and 0.6 square miles (1.6 km) (5.09%) is water.
Although civilian contractors produced the major portion of conventional munitions for World War I, the United States government built federally owned plants on Aberdeen Proving Ground for the manufacture of toxic gas. These poison gas manufacturing facilities came to be known as Edgewood Arsenal. Edgewood Arsenal included plants to manufacture mustard gas, chloropicrin and phosgene, and separate facilities to fill artillery shells with these chemicals. Production began in 1918, reached 2,756 short tons (2,500 t) per month, and totaled 10,817 short tons (9,813 t) of toxic gas manufactured at Edgewood Arsenal before the November 1918 armistice. Some of this gas was shipped overseas for use in French and British artillery shells.During the week of July 14, 1969, personnel from Naval Applied Science Laboratory in conjunction with personnel from Limited War Laboratory conducted a defoliation test along the shoreline of Poole’s Island, Aberdeen Proving Ground using Agent Orange and Agent Orange Plus foam.Edgewood Chemical Activity is a chemical-weapons depot located at APG. Elimination of the chemicals held here was put on an accelerated schedule after the September 11, 2001, attacks, and all chemical weapons were destroyed by February 2006.Under the Base Realignment and Closure (BRAC) program, as announced in 2005, the APG is projected to lose the Ordnance School and associated R&D facilities with 3862 military and 290 civilian jobs moving to Fort Lee, Virginia. APG will gain 451 military and 5,661 civilian jobs from Fort Monmouth, New Jersey. As a result, the net change is a loss of 3,411 military jobs and a gain of 5,371 civilian jobs.

Aberdeen Proving Ground (APG) (sometimes erroneously called Aberdeen Proving Grounds) is a U.S. Army facility located adjacent to Aberdeen, Harford County, Maryland, United States. More than 7,500 civilians and 5,000 military personnel work at APG. There are 11 major commands among the tenant units, including:
The Edgewood area has large areas of land and water and numerous buildings that are contaminated or suspected of contamination. Virtually all the land areas of the site contain contaminated or potentially contaminated sites and potentially buried ordnance. Substances disposed of in the area include significant quantities of napalm, white phosphorus, and chemical agents. On-site surface waters include rivers, streams, and wetlands. Edgewood area standby water supply wells in the Canal Creek area previously served approximately 3,000 people. The wells have been abandoned. The Long Bar Harbor well field of the County Department of Public Works and the well field used by the Joppatowne Sanitary Subdistrict serve 35,000 people within 3 miles (4.8 km) of the site. On-site groundwater sampling has identified perchlorate, various metals, volatile organic compounds (VOCs) and chemical warfare agent degradation products. On-site soil contamination sampling has identified various VOCs, metals, and unexploded ordnance in surface and subsurface soil. On-site surface water sampling has identified various metals, pesticides, phosphorus, and VOCs. People who accidentally ingest or come in direct contact with contaminated groundwater, surface water, soil, or sediments may be at risk. The area is a designated habitat for bald eagles. Fort Hoyle was established on October 7, 1922, and was created from a portion of the Edgewood Arsenal. Named for Brigadier General Eli D. Hoyle, who had commanded the 6th Field Artillery Regiment, the post was home to Headquarters, 1st Field Artillery Brigade (1922 to 1939), the 6th Field Artillery Regiment (1922 to 1940), the 1st Ammunition Train (1922 to 1930), and the 99th Field Artillery Regiment (minus 2nd Battalion) (1940 to 1941). Fort Hoyle was officially disestablished as a separate military post when it was reabsorbed by Edgewood Arsenal on September 10, 1940.APG is the U.S. Army’s oldest active proving ground, established on 20 October 1917, six months after the U.S. entered World War I. The planning and construction were overseen by Brigadier General Colden Ruggles, who later served as the Army’s Chief of Ordnance. Its location allowed design and testing of ordnance materiel to take place near contemporary industrial and shipping centers. The proving ground was created as a successor to the Sandy Hook Proving Ground, which was too small for some of the larger weapons being tested. At the peak of World War II, APG had billeting space for 2,348 officers and 24,189 enlisted personnel.

The Edgewood area of the Aberdeen Proving Ground site was proposed to the Environmental Protection Agency’s National Priorities List of the most serious uncontrolled or abandoned hazardous waste sites requiring long term remedial action on April 10, 1985. The site was formally added to the National Priorities List on February 21, 1990.

The Gunpowder Meetinghouse and Presbury Meetinghouse located within the grounds of Edgewood Arsenal are listed on the National Register of Historic Places.

Aberdeen was home to the Army Pulse Radiation Facility Reactor, in 1968. On 6 September 1968, this reactor was the site of a prompt critical excursion during commissioning tests. This accident harmed no personnel but did release enough heat to reach the melting point of the fuel in the core, 1150°C. This caused damage to the fuel components of the reactor, fusing the four central rings together. This is one of thirty-three prompt critical accidents worldwide, between 1949 and 2000.The Edgewood area of Aberdeen Proving Ground is approximately 13,000 acres (5,300 ha) or 20.31 square miles (52.6 km). The Edgewood area was used for the development and testing of chemical agent munitions. From 1917 to the present, the Edgewood area conducted chemical research programs, manufactured chemical agents, and tested, stored, and disposed of toxic materials.

Can civilians go on Hill Air Force Base?

Both the Aberdeen and Edgewood Summer Camp Program consist of eleven weeks, starting from Jun 18 to Aug 27, 2018 Mon–Fri, 6 a.m. – 6 p.m. The program is open to qualifying children completing Kindergarten through 8th grades. The APG Summer Camp programs are located at the APG Aberdeen and Edgewood Youth Centers. Campers enjoy art, sports, games, computer labs and swimming. In addition, every week there is something special, from field trips to special visitors. Do not go to the 22 gate unless you have a visitor’s pass. Many GPS/navigation systems will take visitors to the APG gate off of Rt 22 because it’s more efficient. They will under no circumstances allow anyone through without a valid pass or DoD identification. Please avoid the headache. They will turn you around to go towards the 715 gate. These gates are about 20 minutes apart.Working with Facchinna/HCI, the scope included all work necessary to relocate and upgrade this facility. Significant upgrades to the security system were installed including video monitoring, notification systems, and an active vehicular barrier. The project involved six new buildings; ID Check Canopy, Gatehouse, Search Office, Search Canopy, Overwatch, and Visitor Control Center. Additional underground electrical distribution was installed in support of the new C4ISR campus currently under construction.

This project included major upgrades to the main entrance to the post. The existing gate and related facilities have become inadequate for the anticipated additional flow of traffic due to BRAC.Stay in the right land and travel one mile on Aberdeen Boulevard before moving past the old Guard Post onto to Colleran Road. If you are in the right lane no turn is needed you will move directly onto Colleran Road.

At the Route 715 (Maryland) Gate, you will be issued a day pass. You must have some form of valid photo ID, i.e. Drivers License, Passport, etc. This policy includes vehicle passengers, with the exception of minors. Day Passes will be valid only for the date issued. There will be no multiple day passes issued.
Travel 300 meters on Colleran Road and turn left into the ATC Visit Center parking lot. Enter the Visit Center located in Building 324 to linkup with your ATC Host and be credential before entering the ATC Restricted Area.

Effective immediately, no visitors or commercial vehicles will be permitted access to APG through the Route 22 (Harford) Gate.Cameras, cell phones with cameras, and recording devices are prohibited unless approved by the ATC Security Manager via a Special Photographic Permit or memorandum for recording equipment. If you require such equipment to complete your mission during your visit, you must let ATC know before bringing the equipment to ATC.

Once on the installation, the visitor will move along Maryland Boulevard to the intersection of Maryland and Aberdeen Boulevards and turn east onto Aberdeen Boulevard. Wear badges above the waist and in clear view at all times while in the Industrial Area. Upon leaving the Industrial Area, badges are to be turned-in or concealed. Visitors will pick up and return badges daily. Security badges are to be turned-in if you plan to leave the Aberdeen area temporarily! Visitors requiring constant access for extended periods of time, upon request through the ATC point of contact and by approval of the ATC Security Officer, may retain their badges as authorized by regulation — “No Escort Required” badges can be retained for up to 30 days, and “Escort Required” badges can be retained for five days. All vehicles entering and leaving the Industrial Area are subject to search for prohibited items and contraband. Prohibited items include: weapons, ammunition, drugs, alcoholic beverages, photographic equipment, and recording devices. These items will be confiscated and violators cited by the Military Police.Depending on your tour itinerary, you can either be picked up at the Route 715 APG Visitor Center or the ATC Visitor Control building located outside our secure area. Visitors must have medical clearances on file to visit certain areas requiring respirators and environmental chambers. Standard Operating Procedures (SOPs) are written to minimize exposure to personnel to the risks associated with testing. The SOPs apply to everyone on a test range or in a test area and state specific requirements for Personal Protective Equipment (PPE) such as safety shoes, safety glasses, work gloves, and hard hats.

Soldiers arriving for training by air will have to arrange their own transportation from Baltimore/Washington International or Dulles International. Taxis and rental cars are available but expensive. Amtrak offers train service from BWI to the City of Aberdeen a short distance from Aberdeen Proving Ground.
All Soldiers planning on taking permissive temporary duty (TDY) for house hunting must have the installation housing services office located in Building 4305 stamp their leave form on the first available duty day of permissive TDY.Everyone must have a DA Form 31 Leave Form. Ensure blocks 14 a, b and c sign out from old unit and blocks 16 a, b and c sign in to new unit are completed.

If you went on temporary duty en route, you must furnish the DD 1610 TDY Orders or need to ensure TDY is on the PCS orders. Also, furnish one copy of lodging receipts and statement of non-availability if applicable.
All Soldiers are to report to the Military Personnel Office at 8:00 a.m. the first duty day following their arrival. In-processing activities include: Officer/Enlisted Record update, Casualty document update, Soldier Readiness Processing, DEERS/RAPIDS update, medical, dental, housing, transportation, education, Army Community Service, finance in-processing.

Can you get a visitor pass on a military base?
Visitor Access Requirements. Visitors can apply online for a pass from their computer or mobile device at pass.aie.army.mil. Visitors will receive a background check, and after entering their information, including a driver’s license or passport number, they will be notified if their pass is approved or denied.
If you have a new bank account, you must furnish a SF-1199A Direct Deposit signed by the financial institution. All payments will be by electronic fund transfer.

If you are single and had a child while in transit, you must furnish a copy of the birth certificate. If the child is not in your physical custody you must furnish copies of documents to substantiate child support has been paid to start Basic Allowance for Housing.

Must be initially accompanied to the Visitor Control Center by a DOD ID card holder acting as their sponsor. This sponsor must be assigned to a unit on Fort Carson, live on Fort Carson or otherwise have routine access.

DOD ID card holders, VA card holders and non-DOD card holders are eligible to hunt on Fort Carson and Piñon Canyon Maneuver Site (PCMS). To hunt on post or PCMS, hunters must have a valid Fort Carson recreation permit, a valid Colorado Parks and Wildlife hunt tag, have their firearms registered on post and have a valid downrange pass. They must also complete the annual recreation safety brief.
